Born in 1953, he graduated in History from Vilnius University’s Faculty of History in 1975. He has been a doctor in Humanities since 1980 and an associated professor since 1986.  

His scope of research includes the development of the discipline of librarianship and cultural and educational activities of municipal public libraries. In his research, he applies general scholarly, historical and sociological (quantitative and qualitative) methods.

Currently he investigates the potential of Lithuanian municipal public libraries for ensuring life-long learning and the development of community spirit in the performance of municipal public libraries (the aspect of community spirit created during the pandemic).
