Modernization of the Cultural Education System

Project aim

Improve the system and tools of cultural education (Cultural Passport programme, competencies and network of cultural education coordinators and cultural educators, cultural interventions and IT system adapted to it) to strengthen students’ and teachers’ cultural competences, creative critical thinking and thus develop other skills necessary for the future.

Project objectives

  1. To create a platform for the administration of cultural education (to be used for the provision of Cultural Passport services, implementation of creative partnerships).
  2. To create a network of cultural education coordinators (formal and non-formal education) in order to ensure high-quality cultural education and consistent coordination, to mobilise and strengthen the established network of cultural educators by encouraging them to provide the highest possible quality of cultural diversity.

Project funding and value

The project is implemented in accordance with the action of the DNA Plan for the Future Economy “Establishment of a Cultural Education Administration Platform and a Network of Cultural Educators to Ensure High-Quality and Diverse Cultural Education and Coordination” and is financed from the state budget and included in the state budget appropriations allocated to the Ministry of Culture of the Republic of Lithuania.

EUR 2.5 million is allocated for the implementation of the action.

Product indicator

Created and tested platform - 1 pc. (By 30 June 2022). The number of beneficiaries of the platform is 350 thousand (teachers, school administration, parents, students, developers).

Indicators

  • Availability of cultural education services for all Lithuanian students (about 320 thousand).
  • Number of partnerships created - 40 (by 30 June 2022).
  • Number of students participating in the partnerships - 7,000 (by 31 December 2029).
  • Number of trained persons working with cultural education (teachers, librarians, other persons related to cultural education) - 400 (by 31 December 2021).

Impact on the state budget

The use of an efficient IT system will reduce its administrative costs and the time spent by both service providers and users on the system, thus allowing that time to be spent on value-added activities. Providing advice and training to developers (especially young people) will allow them to offer their services to educational institutions and thus create opportunities for earning money.
